7 · Grant & formation interlock always shown

The only irreversible clock in the studio, and the only blocking gate in the record. Shown green as well as red, because Tulsa should be able to see it holding without asking. Three states at v1.1, not two (R9) — green requires that a formation date exists as a field, not merely that none contradicts the grant line. Until records/ventures/ was declared this gate had one operand and its green was vacuously true over an empty set: green while blind, on the one loss that is irreversible, invisible at the time, and unnoticed for years.

The other two states, for the contract: AMBER/UNKNOWN — a grant is unpapered, or no formation date exists as a field, naming the missing operand. RED — a formation date precedes a grant date; blocking, and per playbook 03 DP1 move the incorporation, not the grant. Tulsa's right to decide the formation date is untouched; this records the date they decided.

The fourth row is R9 doing its job. A prototype brief can sit at registered with returns outstanding; it cannot reach any tier beyond it. Empty renders UNKNOWN and blocks — never empty-and-therefore-fine, and the publish action refuses rather than warns. v1.0 rendered champion clearance on every row and informant return on none, which left the run's rank-1 extraction risk as the one commitment with no enforcement surface: the champion's protection was structural, the informant's was a sentence. The engine runs on truth from the field, and the supply of truth is voluntary.

Every Tier 2 and 3 item opened since 30 Apr has an answer and a date that was kept. This is the intended steady state, not an error.

The interlock has two operands and only one is present. Cohort 1 grants are papered (1 Mar 2027); no venture carries a formation_date_proposed. This is not "clear" — it is unknown, and it renders amber naming the missing operand. Before v1.1 this case rendered a green checkmark, because every grant precedes every formation date is true of an empty set. Green while blind, on the one loss that is irreversible, invisible at the time, and unnoticed for years (R9).
